Allow sign ups after the event has begun

We have host a weekly walk-in style event in which people can, but don't have to, sign up ahead of time. We also need to option for people to be able to sign up after the event has begun, as the event is a come-when-you-want type event.

    We have a similar request. People join last min and we need to be able to sign them in retrospectively
