Limit the number of times a customer can reschedule a booking

Voters get an email when this status changes.

Current problem: with no limit on rescheduling, as long as they do it before the next session date, it will go through. As a result, customers sometimes will reschedule multiple times causing disruptions to the schedule. Ideal outcome: allow merchants to limit the number of rescheduling allowed (ex. 2 times).
