Manuel push of after event review request

automated feature exists, but would like to manually push to clients instead of only all clients automatically. We have events dependent on winds and often don't get to fulfill service requests so they get cancelled..no way to solicit these clients separate or mark these events as no go and have a seperate auto contact follow up...need this.
