Stop customers rescheduling just so that they can cancel.

We have a 48 hour reschedule policy, and a 10 day cancellation policy. At the moment, a customer can reschedule an appointment to more than 10 days away and then cancel it. There should be an option to not allow cancellations for rescheduled bookings.
